I originally thought it was a Paypal issue so I rang them up and they had me attempt the purchase while on the phone. According to them it's the way Dingo Webworks has their Paypal Payment system configured because they also pointed out I could not use my existing Paypal balance for payment either.

Can you tell me who you talked to or a case number that I can discuss with our account representative? Not sure how we could have it setup to affect one of out thousands of people, but maybe they can tell us if I have some info from who you talked to and the details of the case specifically. I did not take any info who I spoke with and didn't ask for a case number however I would be happy to call again and see if I can access the case number or generate a new one because I am interested in trying the Premium + for a month before purchasing the whole year. Was that non-recurring annual Premium+ option there when doing an initial activation? I only seem to remember seeing the recurring monthly and recurring annual but not the non-recurring annual(though I do see it now if I select Upgrade to Premium+).

No, that option is not there when going straight from a free account to Lifetime PLUS but we should probably add it. I sent you a PM regarding this matter. Thanks for your patience and assistance.
