For some reason I don't get any Runes to equip in the ring of power slot. It stuck at lvl 1. I am getting other equipment such as sword, dagger, etc. I am talion level 35. I don't know if it is somehow bugged out. Any help would be appreciated

Hey bud.
The Ring of Power stays at level 1 permanently, as it is only a base ring. You will accumulate more rings throughout the game just as all other equipment, and they will have their own benefits as well as the benefit of the Ring of Power.
I would suggest going through regular troubleshooting such as verifying game files, making sure you are using the Steam version, and as a last resort, downloading and reinstalling the game.

I would like to assume you have made it past the part where Shelob gives you back the Ring of Power so you can begin dominating captains.
