So, I downloaded what I suppose was supposed to be the trainer (1.02), but the zip file contained ONLY westloathing-readme.txt and no actual trainer....

I just redownloaded the file and opened it and found both files inside. You may want to check your AV and make sure you have the appropriate files/folders marked as exceptions for scans.

So I was trying to use option 3, the one that gives 99 action points, and in battle it sorta works. It changes the appearance of the number of action points you have to 3 but keeps you at the same number of action points you had to spend before.

In other words, it changes the appearance but not the functionality of the action points. It looks like you have 99 but you actually have what you had before. If you spend all your action points with the cheat on, it'll look like you still have 99 but you wont' be able to cast any spells or skills.

    Just for clarification things:

Numpad 3: 99 Action Points - when you see your action points,
toggle this on and you will have plenty at the next
    turn.
    Toggle OFF when not needed.

Does the option works this way on your end?

Good for health, bad for education.

No, I tried it over multiple turns and it was merely a cosmetic change instead of a functional one on all of them.

So I tried it again and got the same result. The way I did it was this: I first opened the trainer then the game, pressed f1 and then wandered around until I got a combat situation, then I pressed 3 and used a skill, the displayed action point count was 99 and the usable amount was still the same because I used up the rest of my action points and was unable to use any more. I did not use 90+ action points with my skills. I attached my save file this time.

So I was here a little while ago about the trainer only cosmetically changing the amount of action points you had to use with option 3, now the trainer is failing to implement that option at all. No matter where/when I press it, whether it's before, in, or after battle/situations with action points, it always says "Please wait." and then "Failed."

The file I attached below is my savegame, it is in the bottom portion of the Spoiler:
Lost Dutch Oven mine because it contains an infinitely repeatable fight where you can choose how many enemies you want and I didn't want to have to go looking
    .
