Once a wise man said:
'This happens if you had a removable drive that wasn't dismounted properly or an empty removable drive (such as a SD card reader on a USB hub from a monitor). You can go into Disk Management in Windows and see if it reports any removable media or drives that are either no longer there or have a drive letter assigned to them but are empty. You can either remove the drive or remove the drive letter assignment and it will fix the issue.'

if you remove the letter it doesn't allow me to access the drive when i insert a card in the reader. Why would it be polling all drives anyway?

It's an issue within the Windows .NET framework that Microsoft never fixed. You are welcome to contact them.
