i played the game for month in the past and what i can tell is that just money wont bring you any good.
to take advantage of the money you need people and energy on the planets.
with money you can buy any buidling ship or tank you want but you need manpower to build that factions and to maintance the great amount of energy you need for that.
All I can say is that Add Population and Production Multiplier are already on the request list for an updated trainer. But our HEX-Wizards are buried under loads of code and algorithms for other trainers and updates. Unfortunately Imperium Galactica 2 is not on their hotlist at the moment.

That's true, but money still solves many issues. Combine this with the fact that (as BlutVampir pointed out above) both population and production are hackable.
For population, use the absolute value on the galactic map, not population spare that you use when building. Just leave it a few seconds to update to a new value and narrow down your search that way.
For production you can just toggle on and off your factories, searching in-between each time. You need to lock the value once you set it, the game re-sets it every few seconds or so otherwise.
Energy would be a useful hack, but if you have the population and the money, it's really not difficult to build enough reactors to power your planet twice-over.
In addition, the money hack lets you run your research at constant double-speed (set by the research menu (F4)), allowing your tech to quickly be far superior to your enemies. You can field better spies due to training, better planets due to building and even be better at diplomacy due to gifts. It unlocks a whole realm of cheating.
