Hi,
I am a first-time user of HoI. I have a basic question: How does one speed up troop recruitment? Can it be done via the trainer? Also, outside of combat, is there a way to raise troop experience to Vet?

If you recruit certain leaders they can affect recruitment time, but it's a modest change...
If you don't mind cheating/modding the game, you can lower recruitment time by editing various files such as: static_modifiers.txt
~WARNING~ BEFORE you alter/modify any files, save/backup all files you plan to tinker with so you can undo anything you break... anything you can't fix isn't my responsibility...
The "static_modifiers.txt" file can be found within "Hearts of Iron IV\common" folder.
Under the various difficulty settings you will see bracketed modifiers for the player based on the difficulty selection.
In that header you can change all sorts of things in the game, and only for the player, so it always works and only for you, not the AI.
training time modifier is:
training_time_factor = -0.99
That specific value makes training time basically a day depending upon your supplies of necessary equipment and whatnot. Since that value is basically a 99% reduction in training time I don't recommend exceeding that since if you go over 100% the game can actually achieve a logic paradox it can't resolve and it will never complete the training cycle.
As for raising troop experience to Veteran outside of combat, I'm still tinkering around with a few things...

So I tried that but when you're into slaughtering Untermenschen and turn facist, you can enable an option that increases recruitment speed and then you stop recruiting at all. I kept it on -0.85 since the option also takes -0.15

Here's a modified 'very easy' option from static modifiers:
diff_very_easy_player = { production_factory_max_efficiency_factor = 0.95 increases efficiency cap research_time_factor = -0.1 political_power_factor = 0.5 production_lack_of_resource_penalty_factor = -0.8 training_time_factor = -0.99 reduces time training time experience_gain_army_unit_factor = 2.99 increases unit xp for land experience_gain_navy_unit_factor = 2.99 same as above but for sea production_factory_efficiency_gain_factor = 0.95 how fast u reach capacity industrial_capacity_factory = 0.99 increases factory ic (build more/faster) industrial_capacity_dockyard = 0.99 same but for docks/navy dig_in_speed_factor = 0.75 planning_speed = 2.5 supper face plan/prep army_morale_factor = 0.95 land_reinforce_rate = 0.7
xp gain factor works like magic. My troops turn from trained to regular in a day with just exercise. Works real combat too. My fleets are all seasoned elites within a few kills (so long as ship gets a kill you gain xp)
