It is. As your reputation with the factions "opposition", "free mutants" and "vory" rises they don't attack you if you stumble upon them on the map. The quest doesn't make the first two guys in front of the building hostile and as the default action would be to be hostile because of the low rep you have with their faction they WOULD attack, if we didn't use the Karma+Rep cheat before. So they stand there, doing nothing and the Quest can't progress as you are forced to kill them.

Well bad news so. I must to restart my party so or i wait a modification of the trainer ?
Also it would be nice to give us the option to change the reputation with certain factions. The Karma+Reputation Cheat makes the "Personal Protection" Quest impossible as the enemy isn't attacking and the rest of the quest is scripted. If you used the Karma cheat in the hours you played before the quest you are stuck.
Would be nice to either toogle between good and bad reputation for all factions or even edit them. Karma should be fine the way it is, however.

This game has some blasted frustrating almost unfair stuff in it. And it's not like Dark Souls where you can learn and get better. You can take on a pack of mobs one time, get decimated. Take them on again and come super close to beating them doing the exact same things, then die. Take them again, get decimated. Take them on again and for some reason the dice go your way and you kick their ass, shocked at why that didn't work the last 3 times. And this happens a lot even with trash mobs. Kinda weird and I will def train the eff outta this game.
