Fragmented is "The Repopulation" reborn to Unreal engine.

Actually, while Fragmented is by the same devs of The Repopulation, it is in fact not The Repopulation. While The Repopulation is indeed moving to UE4, Fragmented is being developed as a stand alone title alongside The Repopulation using a lot of the same assets.

There are plenty of console commands you can do as the owner of your offline session, and in co-op. I don't think a trainer would be necessary.
You can spawn in items with the easiest of console commands; You can or will shortly be able to make dedicated servers with flags leveling characters up lightning quick and gaining many more skillpoints than normal.
There is at least one official forum post documenting several commands, though it may not contain everything you're looking for.

While I can appreciate your opinion about the trainer, I respectfully disagree.
I absolutely hope there's a trainer and/or editor from CH regardless of how many console commands are available. I understand and freely use console commands when they're available but I still use whatever CH has, trainer or editor, and always will.
I'm playing Fallout-4 now and constantly use the console as well as the trainer. It's the Holy Grail of gaming for me. I've written batch files and can manipulate the game almost at will, but I still never play a session without my CH trainer. I love the simplicity, variety and ease of use the combination provides.
