Right I suggest you use Either Chrome or Fire Fox for browsers.
On Chrome I have not changed any security settings on it when I installed it and same for firefox. They allow downloads fine.
As for the AV causing issues. This can happen. I use AVG Free and have it set to ignore the files in play and works fine along side Chrome or FF.
I suggest use chrome or FF with all extensions off and you AV turned off or even delete your AV and then try to download again.

It's not necessarily a browser-specific issue. It's an issue with either the browser's security settings, a browser extension/add-on, or issue with an anti-virus browser plug-in. In order to figure out what exactly it is you'll have to revert to the standard computer troubleshooting steps of disabling every one of those possibilities, re-enable them ONE AT A TIME, and check if the problem still exists. Once the problem occurs again, disable the last one that was re-enabled and leave it off in order to download. Basically trial-and-error troubleshooting.
