Sort of... If you go back to your now messed up house from before the bombs fell and go to Shaun's room you'll find a little book "You're S.P.E.C.I.A.L." lying on the floor under his old crib that lets you add 1 point to the attribute of your choice(just so long as it's not already at 10).
