If the trainer stutters/refreshes the UI every couple of seconds, and doesn't seem to work in-game on your Windows 10 installation, try to run it compatibility mode for Windows 8.
This worked for me

I'm running Fallout 4 on Windows 10 64 bit and I have had no problems running it And that's keeping in mind that the trainer is made for windows 10 just like the game Fallout 4.
