Where? Because from what I know the game uses rubber banding which means that enemies in each area have a max level and a minimum level. And if you are in that range they will match you below it they will be their min and above it they will be their max.

Kellog will allways be your level, also as i was doing the brotherhood quest i have seen some lvl 500 supermutants running around.

Are we still talking about Fallout 4? Because according to their own info the game has no official level cap. But creatures do not scale to your level and the highest creature level is supposed to be 50...
