A little hint, the default keyboard settings are set to American standards, meaning you need to change your windows keyboard settings, if you're using an European or otherwise different keyboard.

Go into the game, while in the game, press shift + alt down. It'll change your keyboard setting (if you have one available). Tilde § will now work, by pressing the key next to 1 and under your escape key.

Should this not work, your windows has either removed the default US keyboard profile, or you have removed it manually, in this case, go out in windows and check your taskbar. Beside the clock you should see two small letters presenting your country, for UK it would be UK, for France it would be FR. Click this and see if you can change the language to "English (United states)", if you can't you need to add it in control panel under language section.
