If you want the game on PC but do not want to pay extra for the ability to pick whatever alliance to join, try ordering a physical copy off of amazon or something.
I recently bought the game after the changes happened and it would seem the physical copies sold by amazon are a bit old (they advertise The Evil Within for 2014) but the copy comes with an Explorer Pack code that unlocks the freedom to be any race in any alliance. Plus if you have prime its free shipping and the game is discounted so you pay less than base price for more. I'm not 100% sure if all copies come with it but I think there's a good chance most of the copies will.
