Personally I wait until at least after they make the announcement via E3 this year...
Even though Fallout 4 is coming out, doing a pre-order IMHO is a very bad investment, you should wait until you got a known
release date and they not going to keep delaying the game...
Rule of thumb, 2 weeks before release date indicates they not going to delay unless they want to lose $$$... Best time to pre-order is 2 weeks from release date..

So far it is slated for a 2015 release around Christmas time.
They have been working on it for a long time.
And why would it be a bad investment, you are buying a title from a developer that has proven that it has done 2 excellent fallout titles in the past.
Whether you pre-order now or nearer the date means nothing, since the pre-orders are going to the 3rd party sellers mostly like Valve, GMG, etc... Bethesda will only see money from pre-orders from the sellers.. so waiting till 2 weeks previous could end up being a situation like GMG had with Bioshock Infinite.
Everyone was like you in thinking... "OMG lets wait till nearer the time", when they did it forced GMG to try and order more keys from 2K, and people were getting keys at silly times during the day, some myself included who ordered before had to wait for half the day to be done to get a key while others were enjoying the game.
And again that came down to people waiting till the last minute.
So if the majority pre-ordered ahead of time, then the sellers would know how much to order... except for Valve who have a % of sale agreement with developers and publishers and have a crap load of keys at their disposal.

It is not a matter of when and if you will be receiving the game key on time but the fact that you are willing to buy something based solely on a single trailer and past games history. There could be a collectors edition or some special pre-order packages that differ from different retailers, too!.
Personally, I am waiting for E3 to see what they have to offer and then if I liked what they presented then I will consider getting the collector's edition if they are planning to do one.
