So a trainer needs at least 2 reports for it to go to testers and 3 and above for trainer maker to get it.
You can boost by using you RC points, just click where it says boosting in the message from Dragon.

You can scroll to the top of the page and put in an update request
How do you use the trainer with not internet?

You would need an offline key. You can read about those in the offline section in Aurora.
You find that under settings, you avatar above the name, and then offline key.
