Bought it from steam and it starts a new game without anything I accumulated in DS2.Game starts where DS2 did. Is this a new story?

This game is a remaster/upgrade to Dark Souls 2 with the same story, but updated graphics/lighting, enemy and item placement, better-integrated DLC items placed throughout the world instead of added to every character's inventory.
Scholar of the First Sin runs in DirectX11 to start with, while base DS2 runs in DX9. The games have entirely separate progression and saves from one version aren't usable in the other.
