Is there anyway around the UV lamps mission besides trying to jump off the roof and hit the lamp in the rail-yard? I've tried and failed several times now and I'm getting quite frustrated.

Had the same problem, go for the other one reachable on top of the train cart. Once thats lit the other gets lit too. How I did it.
