With some help I found a solution to the save problem.
(A big thanks to Mr. StopSpam from Germany for that!!! You'll have to thank him too if you see him :P)

I don't think Cheat Happens will allow the save to be posted with explanations but I'll try to ask them if they would be willing.

I have a 100% save file with all items (cloth, accessories and specials), all skills (super, evasive and ultimates including transformations), 100% story mode, all 55 PQ completed and of course all chars unlocked.
And yes, battle items works too

So all saves are linked to your own steam account but you can change that with an hex editor. (I found a little hex editor for free, I'll post a link after I ask permission from ppl here)

You would have to first, edit your own save to read the values inside of it on the very first line and note it somewhere.

Then, open the 100% save file, replace that same first line with your own values, save and exit.

Then, you can copy the 100% save file in your steam save folder and start the game.

The game has all races females and males characters level 80 with legit points not set so you can make characters how you like.
The save has all Dragon balls so all you have to do is try to find a way to get infinite dragon balls and you can change the appearance and name (I think you can) of those characters.
Unless you'd like to delete them to create your own level 1.

I'll get further info from ppl here and I'll keep you updated.
Maybe I'll even start a new thread so it will be easier to see.
