I'm level 18 and haven't even seen a dragon yet. I do lots of side quests. Where is the first dragon?
in the first area, you get a side quest where a dude's wife is ill and their son that joined a cult has the potion to save her, so you gotta go get him....i went in the quests general location and it led, first to a bandit outpost, which i wiped out and got a new camp and slightly after that....dragons....and then i died.

the first dragon is the Hinterlands Dragon and You can find this Dragon north of the Dusklight Campsite. She is level 14 and is a fire Dragon. so far i have found 5/10 Hinterlands, Storm Coast, Crestwood, Exalted Plains, Emerald Grove. i am level 19. these dragons drop good purple items and recipes

When I encountered the Dragon it was level 12 and IMHO, had crappy loot.
Then again, the game scales the level of the monsters to your own.

No it doesn't.
I was level 4 warrior when i encountered those level 14 dragons....the big one was flying the 3-4 dragonlings were on the ground, they pretty much one-shotted my entire party in 3 seconds....if that.
Well, to be fair the dragons in past games have been kind of easy. Its nice to see that you have to put some effort into it i mean i am level 14 right now, and i still avoid the dragons. First time i ran into one was on way to RedCliffe, it just surprised me that time. But im in no rush to kill all the dragons, face it if you do they wont come back.. better to do all side missions and story quests then go after the dragons.
Don't get me wrong, i was trying to head to the area to do the quest for this dude that has a ill wife, where their son has the potion that can save her, i picked it up the moment i entered the Hinterlands.......heading in that direction led me right into the path of those level 14 dragons, i didn't go looking for the drakes.
I am thinking, since the levels of the enemies do not scale with the player, bioware should have put every area of the game world into level specific zones, which you see on the world map to help avoid this type of problem.
I always make sure to do all sidequests in the area as much as possible before moving on...i don't rush, i don't go out of my way to kill dragons as soon as possible.

You went the wrong way they are in separate directions however Dusklight is a good place to get obsidian (level 3 metal) and all you have to do is avoid the furry of a level 18 dragon. It flies off into the next area after it circles a few times.
