Ah, you're correct. It does indeed reset back to 1 after couple of attempts.
This is good, since according to the CoSMOS boards, enemies might get the goodies too.

Press the key to activate the option and then press it again till you hear deactivated. It does seem to have a timer so that it is not active for the other AI as well, so you might have to turn it one first and then off again on your next turn.
