There is no "IF" about it, there will be multiplayer online, solo online and solo offline versions of the game, making it less of an online only game than Dark Souls 2.
From official Elite Dangerous forum moderator (quick G00gle search):
Yes, there will be a solo (obviously) offline mode. As well as a solo online one. Commanders cannot pass between the two states.

This won't be the game many of us was hoping for.
Some played the original, I played Elite 2 : Frontier for hundreds (if not past thousand) hours, I loved it (and still do)
The Galaxy on one floppy-disk THAT was impressive.
The old game, let you load/save/actually see Your ship (from otherwhere than inside the ****pit)/ pause and speed time.
You could save up money doing trading ,and then ..branch out if you wanted, One Save where you were an imperial bigshot (shooting Down Federals / doing tons of mission for the Imperial Navy ,or use that money from the original game to make a Federal or even independent pirate.
Now? One game per account, per Version of the game bought.
Further, the new game, no autopilot, and you play it pretty much liked you do X-Wing (TIE Fighter or even X-Wing vs TIE Fighter) (or the online portion of SWG if you like)
Elite Dangerous even use the same Shield/Engine/Weapon power-distribution.
ED is much less tactical and more an action Space shooter when comes to combat.
They've also (naturally as they want to be an mmo) removed timecontrol / pause / speed-up, so no leaving the game while in Space (if you're expecting other ships in the starsystem you're visiting). To avoid flying between planets won't be taking weeks (real time) they've added something they call "Super-cruise" or Frameshift drive, so that you can move faster without jumping through hyperspace
This Elite MMO is not the Elite IV many of us have been waiting for.... think we'll have better luck enjoying games like Paragon (pretty much Elite2/3 remake With new names and skins

The choice is yours. But I feel you will be lossing out from not playing this game and updates and changes they will be doing to the game in the future. Do not write this game off just because its online only. So we cant hack it or mod it and we cant play offline. I see the reason why the offline mode was removed and even tho that annoyed me. The game still has much to offer. Also you can still play single player online without being interfered with by other players. This was never really going to be ED4 also millions of fans of ED still love this version.
So do not write this game off yet!

There was no good reason the offline mode was removed. Saying that trading depended on human purchases is ridiculous. That system could easily be handled by a few algorithms running in the background just as it is in many other games. It would be simplified, but noone complained they needed something extremely complex for a single player game.
So this was a decision by the design team, based on their own idealistic view of their game. Seen it many times before, and that approach has really turned me off the game.
It reminds me of what the developers said for Simcity, that it was online only and could not be decoupled. It turns out that was not true, and I don't think it is true here either.
