So has anyone else figured out how the new War Spoils system works? Does it work in custom matches? Does it work when you win against the AI? Does a cat really land on its feet every time it falls?
I JUST WANT TO KNOW THESE THINGS!

As Relic themselves stated - it works against AI and not only Players. The game has to be over 5 minutes long. Win or Lose doesn't matter, just play for +5 minutes. It does NOT work on the Campaign, Challenge maps etc. You must be connected to their server, aka play in the Online mode.
The chance to obtain a War Spoil then is seemingly sickly low. Generally it seems to be in the vicinty of 3 hrs of playtime before you get one - but this is a generalisation and not a definitive. I got my first Spoil after the 1st match since the expansion (30 or so minutes), 2nd Spoil after another 2 matches (60-70 minutes). Lately I've had major issues getting any Spoils - done over 12 games today alone, all in the 20-40 minutes long, all wins, against AI. Finally got 2 Spoils at the same time.

the average census states that you get 1 warspoil after 3 hours of playtime, works in custom games, online player vs player, theatre of war missions, i have played 55 hours so far, haven't gotten a single new commander, 15 warspoils total, 2 commanders i already own and a bunch of duplicate bulletins, 1 new faceplate. Kinda disappointing system.

I agree that it's an unrewarding system. It encourages people to simply time-idle to get theirs, which is a monumental waste of electricity and CPU cycles.
A friend and I wish that there was a troll war spoil that you could give to underperforming teammates. They'd excitedly click it at the end of the battle and see a ripe, steaming turd.
