So if you use the trainer to get enough culture to buy all the policies, and then build a wonder which gives you a free policy, your game is ruined.

You will be stuck with the "pick new policy" option, but no way to bypass it. You can't force your turn to end, and you can't pick a policy.

Would there be some sort of way to edit your policies so you can remove one to add the free one?

I agree this is a big deal.
If you simply go into a new game and hit the add policy points it adds 999,999 I believe however the game doesn't expect someone to have enough points to buy so many policies upfront. The policy system forces you to adopt a policy even though you already have them all or cannot take any more.

The option you think of is "allow policy saving"

I usually avoid picking policies until after I've gotten all of my wonders built.

I too have run across a bug with the newest trainer
when i activate the '1 turn research' i get the latest technology
but the amount that should go down does not
it stays high and even increases between techs
this has forced me to find an editor mod

I found a similar problem with the 'citizen progress'
even when i closed the trainer and saved and re-loaded
the city kept on growing out of control

In both instances i started a new game
and have now resorted to using an editor mod
I hope that whatever has gone wrong can be fixed
This is an unwelcome blemish on CH's impeccable reputation for grand trainers
