will this game come to steam?

No it won't. It's basically a mod of the original Shadow of Chernobyl game.
But it seems like they've put a lot of work into it, and I don't think the mod team actually have acquired the rights to make it a game and monetize it.

The last part I am uncertain of, since I personally haven't researched it much and just recently discovered it.
