It's a completely new game in "Steam\steamapps\common" folder, there are "Dark Souls II" and "Dark Souls II Scholar of the First Sin", and it all have DarkSoulsII.exe in it's "Game" folder.

so when you launch this game it's not just fancier graphics of the older game, it's an entirely NEW GAME AND STORY?

No, the story is the same, they just made the game a bit more difficult and moved around a few enemies. The reason it's in a new folder is because its now running as a 64bit version with Direct X 11, the previous was a 32bit game.
It also now runs at 60fps instead of 30fps. I think it is definitely worth the upgrade cost if you haven't gotten the DLC.
The jist of it is: Dark Souls 2 (64bit,60fps,Enchanced DX11 Graphics), All previous DLC and the new Scholar DLC.
I saw it was posted as a new game in the trainer request and added a bunch of points, but it is the same game, was hoping it would just be an update to the trainer. But since its running in 64bit, and a new folder, I don't know what that entails for you guys making the trainer.
Anyway, hope to see something in the works soon! Thanks for all the hard work guys!

it probably entails you running the normal 32 bit trainer, and launching the 32 bit version of the game to play the game with the trainer..

There's no 32bit version of "the game". I mean there's only one executable, and it's 64bit.
so will we have to vote for this game again or will just you just make a new one?
its on our list of things to do.. but I truly don't see the point of this. it's the same game simply re-released with a 64 bit executable... the difference is negligible and the story is the same... its maniacal to support 2 OS versions for the same game, when you can run the 32 bit..
this is a cheese way for the developers to re-sell the same game in my opinion.. and likely most people who already bought it are getting the 64 bit from 'other means'..
