Why is it that when you import characters from Mass Effect 2 to Mass Effect 3 some of them get to pick a bonus power while others cannot pick a bonus power.

No idea what you are saying, I imported one from ME1 -> ME2 -> ME3 recently and I got to pick a new power after I unlocked it in the storyline.

It depends on what characters you have completed all discussion topics with in ME3. Once you do all topics with Garrus, for instance, any and all characters you create/import after that will be able to pick Armor Piercing Ammo as a bonus power.
