I had the same proplem but in my 50th year (yes 50) it allowed me to get it.

to get the Vacation house, What I did was i got a AR (Action Replay) and put in the infinite money code and kept buying golden lumber until I had over $1,000,000, but be CAREFULL NOT TO BUY TO MUCH GOLDEN LUMBER. i ALMOST GOT ARESTED FOR BUYING TO MUCH GOLDEN LUMBER. That is how to buy a Vacation House.
