So, I get that he's having a bit of fun and despite it being a little stupid, I kind of thought it was funny. What I don't understand is why would he be going to military jail? I've seen similar videos put out by U.S. service men and women where they joke around, make fun of musician, dance, act goofy, and all around make absolute fools of themselves...is there a cultural difference I am missing?
No not a cultural difference, it's all about the army's image.
In a state of constant war we cant afford to show any weakness.
For example these are two short commercial made by the IDF:

Translation:"this is strong?! IDF is strong!"
Btw this soldier's vid is nothing compared to this one:

The soldiers in the vid were severely punished for goofing around in the middle of a patrol in extremely hostile zone.

The time to have fun when you are a soldier is in your camp or barracks, when on duty you have to be always aware of the seriousness of soldiering on active service, its a tough life in the IDF because of constant conflict also they have a brilliant image to keep up and the IDF is a great force to be reckoned with, well posted Kingkob.
I remember when I was in the army after all the training we all went through this stupid soldier in my platoon was effing around with his safety catch on his rifle and put a round through his foot, now the trouble that was caused via his fooling around he had to be taken to hospital which was 6 hours away via plane, in the 60's we had no camp hospitals.

Playin with weapons.. that's a big no no, this soldier was lucky it ended in a hospital.
Purity of arms is the most important thing to be taught.
