I've made a save editor with the use of PFM Library.
My part of the code is released under the WTFPL.
REQUIRES .Net Framework 4.5.1

fire up the app. Load your game save. Then select items with the comboboxes. Make changes and click save.

Ok thanks I thought I had to do something else... The .exe doesn't launch even if I set the game path right (F:\Program Files (x86)\Steam\SteamApps\common\Total War Rome II)
