The current steam version has simplified editing a lot. . .If you know what you are looking for.
The same savegame location as before is created, in your apps folder. . .But then steam actually stores the savegame it loads from in:
Program Files (x86)\Steam\userdata\34769970\239820\remote
The savegames are stored as slot_(whatever save number).
Open up the file with notepad, and edit as you like.

I am pretty sure I found the right save game file but I seem to be having a problem with it. I type in Ctrl+F and search for money but every time I do that I find money but I don't find a value next to it that I can change.
I have never edited a save before either.
What you want to search for is cash:
IE: "cash":1242419352," Which is my edited value for 1.2 billion dollars, in game
