i see no need to add this. people can set the taxes to 0 and use the edicts to get unlimited food..
Edicts only work if you control the province though. I haven't gotten that edict you are speaking of yet, though, so forgive me if I misunderstand how it works.
EDIT: Nevermind I think I figured it out, if you set each province to tax exempt they don't consume any food, even if you have buildings that say -x food.

How do you set a province to tax exempt?
Click on one of the cities in the province...when the building browser appears (bottom of your screen), you have the "Details" button beneath it (3rd from the left). Once you hit that, on the top left corner of the Province details window that pops up, there's a check box that says "tax province"...make sure it's UNCHECKED (empty black box...). Those lucky bastards wont be paying any more taxes!
