Has anyone ever figured out how to use this damn thing? I am so lost and confused. The only thing I was able to do was expand my borders, but nothing else. How the hell do I edit cities/units, place improvements, delete units like barbarians? I sorely miss the old panel.

You edit the config.ini and set DebugPanel to 1 instead of 0 and access it with the tilde key.
