Howdy folks, I can't for the life of me figure out how you're supposed to fill that bar up above the order 227 thing that augments your conscripts into different kinds once you hit the different intervals. It isn't filling at all for me, and the game's horrendously atrocious UI gives absolutely no clues as to what the hell you're supposed to do. Anyone give me a clue? Thanks!

When you send in conscripts. Order 227 takes effect for 1 min. If you press T while it's in effect; the commander will shoot your soldiers at the HQ.

Capture the points to upgrade the conscripts.

Mobilize fresh conscript squad, Mobilize Petroviki Conscript Squad, Mobilize penal batalion.

Using those, when ever you call in *from the command bar* order 227 will be inacted for 1 min.

Use the conscripts in battle to fill the bar. I think it's a mix of damage taken and damage dealt that increases it.
