Just tested it on mine. Everything works as intended.
US Steam game version 1.1.2 Win7 x64 /w all recent updates except Internet Explorer 10

The issue is not Win 7 (it works just fine) the issue is on Win 8. Just made all recent updates... same issue... Maybe Steam gives a different .exe for Win 8 systems??? idk what to think... PS: It activates when you press F1 first time but then it says that it cannot find the game after a 30-60 sec of searching a code.
