Just pressing keys to enable or disable in sandbox mode ^.^
Of course nobody needs to use sandbox mode at all, you just setup your lines of roads, and fill them all in. Get your city running absolutely at average, then switch all the roads to the highest type. Watch the buildings grow, watch your power and water and police department fail, watch so much chaos happen. You totally had 21k population and it wasn't getting any higher. Now you have 200 thousand simoleons and 81 thousand population with burning buildings, murder and looting everywhere and no power or water. Who needs cheats when you get rich off chaos and just blow it all up and use the money to make it all perfect ^.^ Big downfall on EA's part there

no connection what so ever, i pointed a fact in my post: someone said that other said something when he didnt, i dont think that you really understand what unobjective means, it means you can argue with people when you think they are wrong but you are doing it not for the sake of justice but for your selfish interests.

I know what it means, and I quoted correctly.
Perhaps you think you know what is going on and are going with the general consensus of people who have not got a clue about what is going on, every AAA title that is released and has a buggy start they all come out and complain in droves...
Assassin's Creed 2 they complained about the online to save feature, they cried for about 2 months then they figured out it also saves locally and then they stopped crying about it.
Fallout 3 they complained about in droves also Skyrim.
I could go on...
The simple fact is EA was correct, you cannot fully play the game offline, if you could it would be able to the save the game it can't therefore it cannot be played offline, you only have limited functionality.
This is what you escape to see. And no amount of logic on your side of thinking is going to change that.

Your posting history in general isn't exactly all that great with the community as well with several complaints we received.
