NO. because the game doesn't work offline.. you can't save offline.

the game has a dozen cheats built-in and if you are trying to make a city WITHOUT sandbox, then YOU ARE GOING TO HAVE TO GO ONLINE.

is misleading, as the developers have NOTHING to do with it, and all support and 'offline mode' ability is due to people hacking the game.

feel free to do whatever you want with your copy of the game, but unfortunately until there is an actual offline mode we can't support the game, especially when there is 12 options already built into the game.

Theres only 8 built-in cheats? And they are for sandbox right?

EA are fixing that mod as well, so it's online or nothing.

8 cheats? There's the codes, then the secret achievements are classed as cheats

yeah I'm not sure what you gain by noting this technicality but yeah you can play it offline, as in you can actually go beyond the main menu and fool around with sections of the game... aka playing simcity. However since you can't save, I don't consider it a practical way of playing offline and therefore may as well be not.
