I went to war with Norway and completely took over their country but whenever I make them surrender it just goes back to them, how do I take it for myself, and take the title of king?

You need a Casus Belli, or a purpose of declaring war, to go to war. So when you declared war on them, be mindful of what you choose as your Casus Belli, as that is what you're fighting for.
In your particular case, you will need a claim on their land, fabricated or otherwise as a Casus Belli. To do this use your chancellor to fabricate a claim. If he succeeds in fabricating a claim on one of their counties you will need to pay him, and then you get your claim. Then you can go to war for land.

i tell you something easier......just do as i type in here... claim k_norway.... thats it, when you win the war the country will belong to you... on and if your kingdom is smaller than Norway, you can ask the pope to grant invasion, so you can claim the whole norway aswell... ( but only if you have less land than them )
