Is there any real difference between the two? Is it a huge difference in graphics or just a minor advancement over DX9? And what frame rates do each get? Like I guess what I'm asking is what's the trade off in this game? I'm running it in DX11 right now and my frame rates jump from 38 to 59 with most options at very high (shadows seem to kill the frame rate the most from my testing). If I went to DX9 would I be missing out on much eye candy or would the frame rates be worse?

Essentially you get more effects via DirectX 11, along with better compression of textures, as well as new hardware features which improves the framerate of games.

Oh and Don't forget some tuts on ASM and defeating DMA

Thanks for the info. I guess I'll play in DX11 then. What is a good frame rate for this game? Seems like 30+ is smooth enough from what I've noticed. I'm ranging anywhere between 38fps and 59fps but I just started the game at the village with all the neon lights and people partying.

Anything over 30 is fine, since your eyes can only see in 30fps. Obviously more looks smoother of course

DX improvements have been minimal up until DX11. We were on 9 for so long I forget changes in previous versions. Changes seemed minor and no real changes that jumped in your face. DX10 made wind and water movement more realistic. DX11 seems to have many changes that add up to make an immediate visible difference. Just my 2 cents....
