Not really sure how you're asking the question.
If you mean, should XP owners buy the game right now before a lot of verifiable information is available... No, they should hold off. Many XP users are having problems and errors when trying to run the game.
If you mean, should FC3 been made 100% compatible with XP as much as Vista, Win7 or 8... Yes, since it's stated that minimum requirements is DX9, but Ubisoft added the Shader Model 4.0 to that minimum requirement and DX9 (and Windows XP) cannot support shaders 4.0. It is misleading and setting themselves up for a ton of complaints if most (or even a large minority) of XP users bought this game and it doesn't work with their system. Their advertising should have been blatantly clear which OS it was designed for.

Maybe time to switch to windows 7 ... I mean xp is over 10 years old ... Why don't you ask if they support windows 3.1 or dos 6.0 or so.

Ok, but there are more then enough games for older pc's if they don't push it why upgrade and it slows down games development. Nothing new either this has been ongoing for ages.

Whilst XP was a great OS for years, Vista was awfull and should be avoided if possible, Win7 is very good, holds many advantages and as a gamer gives good 64bit support, multi processor support, and DX10 and 11 support, opening up a world of game improvements.
If your a student you can pick it up for under £40, otherwise it's about £75, it is one of the best upgrades you can do for your PC right now, CPUs and gfx cards have barely evolved in the last 5 years, if you have a half decent one from 4 years ago it still is half decent now, save cash on upgrading and get Win7 instead, I'm no MS fan, but this is one of their rare decent products.

It's supposed to be a DX9 game, so yes it should be made to work on XP!
I think XP is getting a bit too old for future support now though - DX11 should be the minimum standard for games, but until a DX11 equivalent console comes out (so they can port it across and maximise profit) that will not happen.
That wouldn't be the case if the pirate scene had not ruined the PC games industry - we'll be lucky to get ports from now on
