how do I get the cheats to work did what it said and I press f1 and nothing happens

The "TooManySecrets" cheat only worked for version 1.0 of Uplink. When the devs updated it to 1.1 years ago, they removed the cheat. As far as I know, there are no working cheats installed in the game. But if you use CoSMOS or a similar program, you can easily edit your money to a desired amount.
However, as tempting as it is, I suggest not using anything like that for Uplink. As much as I love modding my games, Uplink is one of those that is much more fun to be played without them.
If you're worried about being traced, make sure all your connections first pass through InterNIC. They never change their password, editing the access logs are a breeze due to very low security, and thus getting traced through them very rarely ever happens.
