When I start a new career I don't see any sliding bar or where I can spend attribute points.

Is it after the rookies showoff game or something in the option?

Yes, it's after the rookie showcase game.

I updated the table to have my player addresses that work Before the Rookie Showcase. Re-download the new link. Also the attribute under the C.A.P. section must be used to edit your My Player after the showcase.
