I realize I am a bit late to the party, but what you do is edit this file in Notepad++
Program Files (x86)\Steam\SteamApps\common\Endless Space\Public\Simulation\FactionTrait.xml
Use the notepad++'s search function (ctrl+f), click on the replace tab and under the Find What: box put Cost="65" and in the Replace With: box put Cost="999" after you do that click the Replace All button. You now have 999 points for all but two of the custom race Affinities. To get the other two just use notepad++'s search function (ctrl+f) again, click on the replace tab and under the Find What: box put Cost="60" and in the Replace With: box put Cost="999" after you do that click the Replace All button. And be sure to save. You are now done. Play the game and create a new custom faction and enjoy.

Anyone else see the same?
IF any of you know how to fix this gibberish, i would be happy.
I have always had this issue because i don't know why it does this.. Maybe someone had the same issue and found a fix, please let me know...
