I have a core i3, GTS 450 and 8 GB ram. I can play it smoothly as 40 fps at 1920x1080 and everything are set at high but only at Dx 10.1

Don't listen to him good sir. Your PC meets the "bare" min requirements to play the game. But you'll be playing at very low settings. Make sure that your PC has less than 50 processes running to make sure this game get's all the juice from your CPU.

To check. Right click the task bar and click "View Task Manager"

And you should see it on the bottom left of it.

    Anyways here.

"Developers Rockstar have revealed that, at a minimum, gamers should have an Intel Dual Core 3GHz or AMD equivalent, 3GB of RAM and a Nvidia GeForce 450 512MB RAM or AMD Radeon HD 4870 512MB RAM."

Wait a second..... .....am I going to be able to play this with the settings maxed out? My native resolution is 1920x1200.

    My Rig:
    CPU: i7 920
    GFX: 2-Way SLI GeForce GTX470
RAM: CORSAIR DOMINATOR 6GB Triple Channel Kit

    🤔

I'm sure you'll be fine ungabunga.

Hell, I am running on a laptop with:

    Intel Core2 Quad Q9000 @ 2.00GHz
    6 GB RAM
    Windows 7 Ultimate 64 bit
    GeForce GTX 260M

I didn't expect my setup to even run smooth on normal. But I'm running with High settings and my native 1600x900 and running superbly. I was very surprised, I guess it's very well optimized for pc, Bravo Rockstar.

Seems to be a bug with the latest patch installed when starting Act 2. The screen freezes during the cutscene and you can hear the audio playing but the game has essentially frozen.

    Bit of a pain :P

    I run:

    Windows 7 x64
    Intel Core i5 3.20 GHz
    8 gigs of ram
    NVIDIA Geforce 570 1GB memory

And i can run it with maxed out settings.

I don't know if that answers your question buddy, but i think you will be able to run at highest resolution (1920x1080)

Let's not scare the guy. I'm running everything on 'High', and things are pretty smooth. These are my specs:

    Intel Core2Quad Q9550 2.8Ghz
    8GB RAM @ 1066Hz
ASUS EAH5770 (although due to old card, DXDiag sees it as a 4600 series card and I can't even use DX11 in-game)
    Windows 7 Ultimate x64
WD Caviar Black 500GB 7200rpm (almost full, never defragged since 2008 too)

The cpu is the major difference, Athalon X2 vs your core2Quad and the GTS450 is seriously cut down hardware so no ones tying to scare him, more like trying to not get his hopes to high.
