Idk if you've played the first two games, but this game hasn't anything to do with the actual story of Max Payne. It has awesome graphics, yes. It has nice gameplay, yes. But where the heck are the years between Max Payne 2 and this one? Yes we see a short Cutscene at the beginning where he stands on the grave of his wife and daugther. That was it. Very unsatisfying.
Max has been playing World of Warcraft during the years between Max Payne 2 and this one.

Does anyone know if that old trick of adding -dev at the end works on this?

I may not think so. The last time we can use the -developer command option because the first two Max Payne games were made by Remedy Games with Godgames and later Rockstar Games' help in publishing, so Remedy gave us the freedom to cheat as a surprise with no multiplayer at all.
But since Max Payne 3 is made and published by Rockstar Games themselves, they may not allow us to cheat with the normal way of adding command options anymore as the game also has multiplayer mode with Steam and Rockstar being ultra-strict on multiplayer cheating.
