I got almost the same issue but i talked to patty and i joined the natives and im about to take some hair from sebastian but im stuck on the quest The Lookout's Report and its preventing me from talking to sebastian....

Edit: The thing is that i killed Crow allready. And the lookout's report you need to find out how many men the natives have in the earth tempel. And now im stuck...
