Getting the console cheats to work

Regarding the Cheats, Cheat Codes & Hints.

Ok I have Civ 4 1.7.4 and cannot get the console cheats to work.

Everytime I enter a code (like Console.CreateDocumentation CommandList.txt) I either get a syntax error or a "not defined" error. IE. word game not defined.

Can anyone help?
