I just wanted to provide my feedback as well.
I am not receiving the "voice" when I click scan. The steps are as follows.
Windows 7 (32bit) Steam Installed
Start trainer (right click runas admin) Start game in STEAM (Windowed mode) Load save Select first character and select Skill screen Wait 30 seconds and click ESC Alt-Tab Click Scan Hangs for 5 seconds, no sound, then a popup saying basically "unable to get values... try again"

Thanks for making the trainer. The problem is my anti-virus software thinks this is malware, specifically Mal/Behav-009 and it won't let me open it. Has anyone else run into this?

Don't forget to run this as admin! It took a few tries but I got it work. One thing I noticed is inputting more than 100 skill points doesn't register. I kept trying high values like 300, and it didn't register. 100 seems to be the working limit.

@rakshala: "Mal/Behav-009" means behavior which is normally for trainers, check out the troubleshooting page here on this site. You could disable your AV or add the trainer to the exception list.
I'll make a GOG version as soon as I've got the money to buy it there, promise.
I noticed someone tried the trainer on the character creation page, that's wrong! You need to be ingame, means your characters must exist.

I believe I found out why it does not work for some people: Try to enable windowed/borderless mode instead of fullscreen.
This way the game will not lose focus when you click on the trainer, and everything will working nicely: - start the trainer (administrator) - start the game - make sure to go in the options and change to non-fullscreen - select a character's skill page - click scan - click refresh - edit values and click on the "Save?" checkbox - click Save - Profit!

For GOG version
Just thought would let u all know i managed to get this to work fine using my GOG version of the game , so no need to make a new one for GOG it does work
i placed the editor in the game folder where the EXE is, then right clicked the editor and selected the check box to make it run as admin, then i started the game first and made it windowed mode and started the editor after the game was running, after that i just followed the instructions that Sirchet laid out only i started from no.3 as i reversed the first 2 as i said above
