i think it is because the game checks your talent points against your level and if they dont line up it resets the values so try increasing your level first then increasing your talents hope this helps

I have the same problem with the talent points, I set my level to 120, and it still reset everything. I have most of my skills, but if I use more then 178 points it resets my talents. I have 3 points left over, so I'm pretty sure I should have more points, enough to get 1 more rank in a power which would cost me 5 points.
