For the life of me, I can't find the values I want to modify... doesn't help that the screenshot of the byte array posted there has only 2 things in common, the name and the two "00 FF FF FF FF" strings before it; that wouldn't be so bad if my purpose wasn't to make a flame(graphic) chakram into a lightning one (as well as modify it's damage type of course).
The only values I can modify with ease are the ones right next to those 2 arrays, which in my case are both +5 health. I can't find the base damage, I can't find the effect amount byte... I normally do these kinds of things on my own, fiddle with items and such in most rpg's that I get my hands on, but that xbox thing totally threw me off...
Ah screw it, I'll just wait for someone to make an editor or something...

I don't think you can modify base damage or effect amount : they have both pre-determined by the specific effect. but if you have a +2 damage effect and you want + 10, just copy/paste the effect 9 times then modify the string noting the number of effects to 10.
